Back Flow Water Valve Replacement Program
Hamilton’s Residential Protective Plumbing program, also known as the 3P program, provides financial assistance and guidance to protect your home from basement flooding as a result of sewer backups.
Eligibility
You may be eligible for a single grant up to $2,000 through the Protective Plumbing program. Program availability is subject to funding determined by Hamilton City Council and may be discontinued at any time without notice. This program applies to single family residential homes only.
The following improvements are eligible for the 3P program:
- Installation of backwater valves
- Installation of a new sump pit and pump, installed in conjunction with a backwater valve
- Disconnecting downspouts
Residential Protective Plumbing Program Grants
The value of the 3P grant varies depending on the improvements you make. List of eligible improvements and maximum grant amounts for the improvement:
Maximum $2,000 grant
This grant can be used for:
- Installation of an approved backwater valve
- Installation of a new sump pit and pump in conjunction with an approved backwater valve
Maximum $500 grant
This grant can be used for:
- Assessment and CCTV inspection
Maximum $40 per downspout to a maximum of $200 grant
This grant can be used for:
- Disconnection of downspouts
Apply for the Protective Plumbing program
To participate in the 3P program, you must complete the following steps:
- Call Customer Service at 905-546-4426 to receive a Service Request Number. Once you have received your Service Request Number, download the documents below or ask the customer service representative to send you the 3P package in the mail.

- Contact three drain repair or plumbing contractors who are qualified, insured and licensed to work in the city of Hamilton to get three formal written quotes. You and the contractors must sign each quote.
- Review, sign and submit:
- Three signed quotes
- Complete Application Form
- Mail or drop off these documents to:

- Wait for a confirmation letter to come in the mail, indicating the amount of the approved grant. You can use the contractor of your choice to complete the improvements. The grant amount approved is based on the lowest quote you submitted.You have six months from the date on the confirmation letter to complete the improvements and submit all required documentation listed below to the City. If the information is not received within six months, you have to reapply to the program.
- Apply for any necessary Building Permits. Installation of a backwater valve and installation of a new sump pit and pump, in conjunction with an approved backwater valve require a Building Permit.
If you need a Building Permit to complete one of the eligible improvements, the cost of the permit will be reimbursed, in addition to the grant.
- Before starting the project, have your contractor:
- Complete the Protective Plumbing Assessment Form.
- Do a closed circuit television, or CCTV, video of the building’s internal drainage system. A maximum of $500 of this cost is reimbursed. This video is required for all 3P grants.
The Assessment Form tells you:
- What needs to be done
- What risks could be involved
- How to achieve the protection you seek
- Have your contractor complete the improvements, making sure necessary Building Permits are in place. The grant can be used for any of the eligible improvements listed above.
A licensed plumber or sewer drain contractor licensed to work in the city of Hamilton must complete the work.
- Schedule an inspection with city staff at 905-546-3950 if you had a backwater valve or sump pump installed.
- Submit the following original documentation for reimbursement:
- Completed Protective Plumbing Assessment Form
- CCTV video on DVD
- Original Building Permit and receipt
- Original contractor invoice, marked as paid in full
You can also submit the Loan Application, but you are not required to do so.
No photocopies of documentation will be accepted. We cannot reimburse you unless you submit of all the required documentation.
